The experience of implementing natural resource management interventions since 1980 has clearly indicated that conventional central planning approaches that aim for technical optimization of various resources have some limitations that can significantly hinder the benefit of its target groups. Natural resources are not only significant inputs for production processes and economic assets that are utilized as capital, but also constitute a significant part of the social and cultural lives of communities using them. The studies on the NRM regimes showed that the design and implementation of the NRM interventions need to responsive to technical, economic, social, cultural and organizational context they are implemented. The natural resource governance framework (the NRGF) of Sudan was designed to address these multi-dimensional contexts so that the NRM policies, legislation, mechanisms, programs and projects improve the livelihoods of Sudanese citizens as a whole. It is an innovative policy that aims at multiple objectives simultaneously. It aims at “increasing effectiveness, efficiency, inclusivity and sustainability of natural resource use”. Multiple international and national investors in Sudan have worked on and supported the NRGF and other related innovations in water, rangeland, livestock, forestry sectors. Among these organizations, IFAD, ICARDA have made significant contributions to Sudanese national efforts and help advancing the technical excellence NRGF and its use by diverse stakeholders in Sudan. One of the key contributions to NRM sector in Sudan is IFAD and Government of Sudan funded Sustainable Natural Resources and Livelihoods Programme (SNRLP). The SNRLP has consolidated the decades long regional experience of Government of Sudan, IFAD and their partners in various programs and project and produce a holistic program for water, rangeland, livestock, forestry sectors. This study is prepared to SNRLP efforts in Sudan. It follows the technology and innovation management approach initially developed by NASA and later used by the European Union , and uses the methods of Scaling Readiness to assess the innovation and scaling aspects of the NRGF and SNRLP. It also provides recommendations for improving its impact at scale performance. The information presented in the study was synthesized from 49 available evidence on the components of the NRGF, SNRLP in Sudan and beyond. The study covered evidence sources including journal articles, books, maps, reports, statistics, web pages, and complementary interviews for identifying, formulating, and assessing the Readiness and Use of innovation components and complementary innovations in the innovation package. Evidence sources were in English or the English translations of multiple other languages.en_US
