The experience of implementing natural resource management interventions since 1980 has clearly indicated that conventional central planning approaches that aim for the technical optimization of various resources have some limitations that can significantly hinder the benefit of its target groups. Natural resources are not only significant inputs for production processes and economic assets that are utilized as capital, but also constitute a significant part of the social and cultural lives of communities using them. The studies on the NRM regimes showed that the design and implementation of the NRM interventions need to respond to the technical, economic, social, cultural and organizational context they are implemented. The natural resource governance framework (the NRGF) of Sudan was designed to address these multi-dimensional contexts so that the NRM policies, legislation, mechanisms, programs and projects improve the livelihoods of Sudanese citizens as a whole. It is an innovative policy that aims at multiple objectives simultaneously. It aims at "increasing effectiveness, efficiency, inclusivity and sustainability of natural resource use". Multiple international and national investors in Sudan have worked on and supported the NRGF and other related innovations in water, rangeland, livestock, forestry sectors. Among these organizations, IFAD, ICARDA have made significant contributions to Sudanese national efforts and help advance the technical excellence of NRGF and its use by diverse stakeholders in Sudan. One of the key contributions to NRM sector in Sudan is IFAD and Government of Sudan funded Sustainable Natural Resources and Livelihoods Programme (SNRLP). The SNRLP has consolidated the decades long regional experience of the Government of Sudan, IFAD and their partners in various programs and projects and produced a holistic program for the water, rangeland, livestock, and forestry sectors.en_US
