| dc.description.abstract | The paper reviews existing evidence on the relative effectiveness of various approaches to research prioritization, and suggests reasons for the failure of the widely used expert panel method; problems of current models of decision in this area are also discussed. A case study of the reasons for the absence of consensus on research priorities in one area (irrigation in developing countries) is reported. The conclusions drawn are that the lack of consensus is largely attributable to the existence of different models (paradigms) of the situation and of investigation. An enhanced role for research administrators is suggested, in this and other aspects of development-related research, that centres on fostering interparadigm debate; means for achieving this are identified. | en_US |
