Amman, Jordan: International Center for Agricultural Research in the Dry Areas (ICARDA).https://hdl.handle.net/20.500.11766/6363In order to assess the knowledge level, strengths and weaknesses of different stakeholders (Seed testing laboratories, private seed enterprises, seed growers, Department of seed certification, National Seed Board, Afghanistan National Seed Organization, etc.) with regard to seed certification system including existing seed certification standards, protocols and to identify entry points for strengthening seed certification system through a Public-Private-Producers Partnership business model, baseline survey was carried out in Herat, Kabul, and Nangarhar provinces covering 26 districts covering 26 private seed enterprises, five seed testing laboratories and 105 farmer households at the villages that were accessible for data collection in the EU funded project Public-Private-Producers Partnership for strengthening seed certification in Afghanistan. The main objective of the baseline survey was to provide basic information for better understanding the current seed certification system including knowledge of different stakeholders, infrastructure, capacity and capability of stakeholders in implementing seed certification system and perceptions about existing system and to use this information in developing sustainable seed certification system that contributes to enhance agriculture production and productivity for improvement of livelihoods of rural communities in the target provinces.This information helps to establish benchmark indicators for the project activities against which changes will be measured throughout the progress being made during the course of project implementation. This survey provided basic information in the light of which the existing and potential constraints, gaps in the existing system of seed certification will be identified and efforts will be made through project interventions to minimize these constraints. Purposive and multi-stage random sampling technique was adopted for the selection of sample of 105 farmer households in equal proportion of 35 each from pre- identified provinces viz., Herat, Kabul and Nangarhar. Farmer households were selected from the districts in the target provinces where functional private seed enterprises and seed testing laboratories are located. Thus 11, 10 and five districts were covered while collecting the data from required sample farmers from Herat, Kabul and Nangarhar provinces respectively.
